Water flows from high areas to low. In the case of a major flood, this process can be slow and massively destructive or,蛇篭, according a group of Thai technical experts,Tunnelling toward a city with no more flood woes-hesco, it can be quick and relatively painless.

The Thailand Underground and Tunnelling Group has suggested the government invest around 200 billion baht to build a 100km-long tunnel under the eastern section of the outer ring road to prevent future flooding in and around the capital.

Suchatvee Suwansawat, TUTG chairman, yesterday said the proposed tunnel should be built from Bang Pa-in in Ayutthaya to Samut Prakan province where the water would empty into the Gulf of Thailand. It could be completed in two years.

The tunnel would be designed as a double-deck underground structure, called a multi-service flood tunnel system, and would also be equipped with hydropower generators for power production, Assoc Prof Suchatvee said.

The upper deck would be used as a road under normal conditions when there were no floods or during minor and moderate flooding.

The lower deck would be used as a flood drain during normal situations.

During major floods,Binding wire, the upper deck would be closed to traffic and turned into a floodway to help speed up drainage of run-off.

Assoc Prof Suchatvee said a similar system should also be considered for the western part of Bangkok.

Large tunnels would be practical, more effective and thus the best solution to prevent major flooding over the long run.

Prasong Tarachai, former president of the Engineering Institute of Thailand said the underground flood prevention tunnel system should be built from Nakhon Sawan.

He also suggested integrating 20 state agencies involved in the water management system and creating a more accurate water information system.

"City planning should be revised to include floodways," he said.

The QIAOSHI's Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible steel wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.

Originally designed for use on beaches and marshes for erosion and flood control,Shake up Froc-hesco bastion, the Hesco Bastion quickly became a popular security device in the 1990s.

Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand, dirt or gravel. Workers using Military Barrier and a front end loader can do ten times the work of those using sandbags.
The Hesco Barrier come in a variety of sizes. Most of the barriers can also be stacked, and they are shipped collapsed in compact sets. Example dimensions of typical configurations are 46" x 36" x 32 (1.4m x 1.1m x 9.8m) to 7 x 5 x 100 (2.1m x 1.5m x 30m).
A new system of Hesco Bastion developed specially for military use is deployed from a container, which is dragged along the line of ground where the barrier is to be formed, unfolding up to several hundred meters of barrier in minutes,电焊石笼网卷, ready for filling with soil by a backhoe.

Protection
Filled with sand, 60 centimetres (24 inches) of barrier thickness will stop rifle bullets and shell fragments. A 100-kilometre tunnel linking Ayutthaya and Samut Prakan has been suggested as the latest solution to tackling floods in Bangkok to better direct water and avoid conflicts among residents.

Although the huge tunnel, 10 metres high and 24 metres wide, would cost an enormous 200 billion baht,Don Mueang airport dry-hesco bastion, engineer Suchatchawi Suwannasawat, who suggested the idea, believed the project "suits Bangkok better than other alternatives".

The super tunnel has won early backing from Bangkok Metropolitan Administration's deputy governor Teerachon Manomaiphibul, who has urged the government also to get behind the project.

Advocates of the tunnel idea say conventional methods for directing water fail to do the job. Many networks of canals are illegally blocked by houses, which limits their effectiveness. Draining water from land which is densely occupied by communities can also lead to conflicts.

The varying topography of the city, with some areas higher than others, makes it difficult for officials to drain and direct water to the routes they want.

But these problems can be avoided if the tunnel is built and "its construction has nothing to do with the expropriation of vast tracts of land as required by the construction of a floodway", said Mr Suchatchawi. He chairs the Thailand Underground and Tunnelling Group under the Engineering Institute of Thailand, which will take part in the 2012 World Tunnel Congress in Bangkok between May 18 and 23 next year.

The tunnel would be built near the Bang Pa-in-Samut Prakan outer ring road, extending 100km from Ayutthaya's Bang Pa-in district to Samut Prakan,Bangkok flooding passes critical point PM-steel wire mesh, which is the exit of the tunnel to the Gulf of Thailand. The tunnel will be divided into two storeys. Its upper half of 5m would be a six-lane road while its lower half would serve as a sewer to drain 130 million cu/m a day of storm water.

But in case Bangkok suffers such a large flood again, Mr Suchatchawi said, the upper half of the tunnel could be turned into a floodway to boost drainage to 260 million cu/m a day.

Bangkok can also earn "added value" as floodwater will be used to produce between 400 and 600 megawatts of electricity with a vertical tunnel called a "Power Generation Shaft" built as part of the project. Construction should take two years if the project is joined by many construction firms building different sections, Mr Suchatchawi said.

"We must have the government implement this tunnel project. The Bangkok Metropolitan Administration alone can't do it. It needs a huge investment," said deputy BMA governor Teerachon. "But I agree with the project."

City Hall has built its own giant tunnel linking Rama IX and Ramkhamhaeng roads. The 5km tunnel, 5m in diameter, which opened in February this year, can drain water at 60 cu/m a second.

The city also plans to build another three tunnels, mostly 5m in diameter, as part of its flood prevention measures.

The Ratchada-Suthisan tunnel, construction of which began in the middle of this year,barbed iron wire, will run 6km from Ratchada-Sutthisan intersection to the Chao Phraya River. Others are the 13.5km Don Muang tunnel which will help drain water in Dong Muang, Chatuchak, Bang Khen districts and parts of the Sai Mai area and the 9.5km Suan Luang Ro 9 tunnel whose drainage will cover 85 square kilometres, including Phra Khanong.

Thailand is not the only country that is troubled by floods, Mr Suchatchawi said. Others countries face the same problem, but they have tunnels to drain water.

The US has a 174km tunnel in Chicago, and Japan a 64km tunnel to drain stormwater.

Kuala Lumpur has also approved a new 9.7km tunnel divided into levels - a motorway on the upper stretch and a sewer on the other.

Mr Suchatchawi said he was especially upset comparing Bangkok's tunnels with Singapore's 300km tunnel network.

International body goes underground

The World Tunnel Congress is an international conference supported by the International Tunnelling and Underground Space Association.

Civil and mining engineers meet at the conference each year to present and exchange views on technologies and projects relating to underground constructions.

Thailand is among the association's 280 members, which include individuals, organisations,防滑钢格板, companies and 58 entire countries.

Bangkok will host the World Tunnel Congress on May 18-23, after Canada and Finland held the meeting in 2010 and 2011, respectively.

HESCO-Thai confidence at 10-year low; floods hit more firms

Idthipol Patimavirujh, deputy managing director of Daily Foods Co Ltd, the third-biggest milk producer in Thailand, said its three plants at Bang Chan were still working.

The Chao Phraya river snaking through Bangkok has another phase of high tides from Thursday to Monday but a navy official said water should not reach the record high levels seen at the end of October, when banks overflowed in places.

Suvarnabhumi international airport in the east of Bangkok is functioning normally inside a reinforced dike at least 3 metres (10 ft) high, but the old Don Muang airport in the north of the city, used mainly for internal flights, is closed.

Reuters reporters in the area said workers had largely managed this so far. But highways to the north of the country are inundated and Rama II Road, the main route to the rubber-producing south, which has not been flooded, is under threat.

The central bank has slashed its economic growth forecast for this year to 2.6 percent from 4.1 percent and may have to cut it further if the flooding spreads right across Bangkok, which accounts for 41 percent of the country's gross domestic product.

The consumer confidence index from the University of the Thai Chamber of Commerce UTTC.L slumped from 72.2 in September to 62.8 in October, its lowest level since the aftermath of the September 2001 attacks on the United States.

(Reuters) - Thai consumer confidence fell to a 10-year low in October because of flooding that has taken 533 lives and shut thousands of factories, with another industrial estate threatened on Thursday as water spread in the east of the capital, Bangkok.

"The flooding has dragged down consumer confidence and it will probably fall further if the economy is severely affected and the government can't speed up rebuilding within 3-6 months," said university economist Thanavath Phonvichaisaid.

Now the capital itself is in danger. Residents in a third of its districts, mostly in the north of the densely populated city of 12 million people, have been advised to get out.

The floods would cut foreign tourist arrivals this year by up to 800,000 from the 18 to 19 million expected, at a cost of more than 20 billion baht, Suchada said.

The UTTC put the damage at 300-400 billion baht and forecast economic growth of 1.5-2.5 percent this year. If rebuilding did not start quickly and Europe's debt crisis worsened, it may be just 0.5 percent, it said.

Industry Minister Wannarat Channukul told Reuters factories had been advised to raise machinery from floor level but the estate was only at flood alert level one, meaning firms could decide for themselves whether they should continue operations.

ECONOMIC TOLL

The flooding began in the north of the country in late July, ruining a quarter of the main rice crop now being harvested and overwhelming industrial estates north of Bangkok in October.

In streets south of Don Muang, stagnant water chest-high in places was starting to leave dark stains on buildings in places, a Reuters reporter said. Many locals have refused to evacuate, some getting around on bamboo rafts, others waiting at flooded bus stops for transport provided by the military or aid groups.

Water has seeped into parts of Bang Chan industrial estate in the eastern suburbs, home to 93 factories run by local and international companies including Nestle SA (NESN.VX),Hesco barrier blast wall protection-Concerns, floodwaters rise in Bangkok, instant noodle maker YumYum and President Bakery Pcl (PB.BK), which makes buns for McDonald's (MCD.N) and Farmhouse bread.

But Bangkok Governor Sukhumbhand Paribatra has cancelled a big event on the fast-flowing river and urged people not to float their offerings in flooded areas. That would add to the tonnes of rubbish lying in sodden piles in the streets, he said, and the candles were a fire hazard.

"Most operators who have stopped are in the painting and industrial glue businesses," he said. "Major food producers like Nestle, Farmhouse and YumYum are still operating as normal.

Yongyuth Thongsuk, deputy permanent secretary of the Industry Ministry, said 16 companies had temporarily shut.

Workers are trying to hold the line at the city's Bang Sue canal running from east to west,HESCO, pushing water into the Chao Phraya river and stopping it from overflowing to the south.
