Assembly

Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand, dirt or gravel. The placement of the barrier is generally very similar to the placement of a sandbag barrier or earth berm except that room must generally be allowed for the equipment used to fill the barrier. The main advantage of Military Barrier, strongly contributing to their popularity with troops and flood fighters, is the quick and easy setup. Previously, people had to fill sandbags,Froc Eastern area dry next week-Hesco barrier, a slow undertaking, with one worker filling about 20 sandbags per hour. Workers using Military Barrier and a front end loader can do ten times the work of those using sandbags.

The Hesco Barrier come in a variety of sizes. Most of the barriers can also be stacked, and they are shipped collapsed in compact sets. Example dimensions of typical configurations are 46" x 36" x 32 (1.4m x 1.1m x 9.8m) to 7 x 5 x 100 (2.1m x 1.5m x 30m).

A new system of Hesco Bastion developed specially for military use is deployed from a container, which is dragged along the line of ground where the barrier is to be formed,expanded wire mesh with flatten and raised, unfolding up to several hundred meters of barrier in minutes, ready for filling with soil by a backhoe.

Protection

Filled with sand, 60 centimetres (24 inches) of barrier thickness will stop rifle bullets and shell fragments. It takes 1.5 metres (five feet) of thickness to prevent penetration by a rocket propelled grenade round. Approximately 1.2 metres (four feet) of thickness provides protection against most car bombs.

Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.

Specification

The QIAOSHI's Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.

The government agreed to set up a new committee yesterday to look after hotels, in addition to possibly revising regulations that protect illegal short-stay providers.

Deputy Prime Minister and Interior Minister Yongyuth Wichaidit met with representatives from the Thai Hotels Association (THA) yesterday, and THA will call a member meeting on Dec 9 to discuss possible new regulations.

At present, there is no legal way many free-standing units or even estates can obtain a hotel licence that requires similar taxation to what hotels must pay.

Those illegitimate operators now make up almost half of the hotels in Thailand. They generally offer low daily room rates because of low operation costs and taxation.

Normally serviced apartments or apartments pay property tax at a rate of 12.5% a year, while licensed hotels pay a rate based on the total number of rooms, or the income each room generates.

Sampan Panpat, an honorary adviser to THA, said new regulations must be more flexible. For instance, small hotels should have fewer than 79 rooms.

In a related development, the Association of Thai Travel Agents (ATTA) forecast inbound tourism should recover by the second quarter next year if the government can ensure no epidemics will break out after the floods.

Susdivachr Cheewarattanaporn, the president of ATTA, said travellers are concerned about epidemics, causing them to postpone their trips to Thailand. Songkran should also provide momentum in the second quarter, he said

The Chinese New Year will bring Chinese tourists to the country in January. He predicted about 100,000 arrivals, down from usual levels of 150,stainless steel wire coil,000-200,000.

Booking of local package tours for the high season is only at 20-30% of capacity, compared to 70-80% normally, he said. If sales remain static by the middle of next month, a price war in short-haul markets such as China and Korea will happen, with operators cutting package prices 10-20%, he added.

Tourism Authority of Thailand governor Surapol Svetaseni asked tour operators and hoteliers to maintain prices because they are very competitive.

"Our average hotel room price is lower than neighboring countries like Vietnam and Burma. Our five-star hotel room rate is similar to the rate of their four or three-star hotels. TAT is working hard to create marketing campaigns to help every market," said Mr Surapol.
